Have you seen (and read) the links I have defined in my previous post?

And please know that this Map3D-functionality is build in 1:1 in Civil 3D.

 

Generally

You first create an OD-table so the structure is defined what you want to have stored into the object, e.g. a table named "ELECTRICAL" with fields like VOLTAGE and CURRENT.

Then create a new row with data in that table and assign that row to an object.
