Please check out the dwg I am attaching.  I used your pdf to import and scale objects, but they are not quite accurate as you will see in the dimensioning.

 

However I have utilized viewports and dimensioning on the layout to illustrate a great method of keeping only model elements in Model Space and everything else in Paper Space.  While there is a wide range of feelings on this technique (many users still prefer to keep their dimensions in Model Space).  I teach this method due to the "next level".  When you proceed to 3D solid modeling and explore the ViewBase commands for your solids, you will find that viewports are no longer needed and instead, 2D views of the model are generated on the layout with Paper Space dimensions being THE ONLY WAY to annotate.

 

I encourage you to pick the dwg apart to see my dimension settings, viewport scales, usage of the secondary viewport ( instead of copying elements), and centermark/centerline usages.  You should note that I used the modern Centermark command and settings for it (found here: http://blogs.autodesk.com/autocad/autocad-2017-new-centerlines-center-marks/) and a mixed usage of traditional and modern Centerlines.
