I opened the Example.dwg you attached. It indicated that there were drawing errors in the file. So, I closed it and then ran RECOVER on it.  Now the file is clean but two objects were erased in the process.

I don't know if BrisCAD has a trial version but you might check and then see if the blocks open properly there.

 

If I open the file in AutoCAD 2017, I am able to see everything. The difference is that the Solid Modeler in newer product is more rigorous in checking for errors.
