Do you mean Release 9 or 2009 (release 10 or 2010) ... makes a big difference!

Is that an AutoCAD based question?

If he don't want to have admin permissions then don't give the user admin permissions (better create a new account with default permissions, otherwise some existing file permissions will be flagged as "admin permissions" and the normal user can't access them now)

What means exactly "can not be used"? He can't open the files, or he can open the files, not can't modify geometry or he get's error messages or ... ?

You can try to play with the setting REMEMBERFOLDERS (>>>details<<<) and maybe a start-script, but also that depends on the version of AutoCAD that is used.
