Group of objects scaled to actual dimension,
I am copying a previous drawing group from an older file to a new file through copy and paste. It appears that the old drawing is an a viewport but can only be clicked on when in paper space. The drawing itself is in model space. When measured it is the actual length but fits on the paper at the scaled version. When I copy and paste this into the new drawing it is the actual length and not the scaled length that fits. When using the SCALE command it scales everything except the anno dem. tags. Is there a way to scale down the copied drawing so that the anno tags read as the actual dimension as well as when it is measured using the ruler but is small enough to fit on the paper?

difficult to tell from your description without the actual example.
Possibly the annotation viewing size in model space in not the same as the annotation viewing size in your paperspace viewport
try making them both the same. the model space setting usually defaults to 1:1 if you don't set it.
