Uhm, yeah - "Reset AutoCAD" is a half-step before doing a repair-install. Almost useless if you're using third-party tools or in-house customization.
Is this a third-party plug-in, from Leica or other scanning vendor? Those don't show up in the CUI editor (only OOTB AutoCAD palettes do). However, there should be an XML file with the Palettes name that contains screen coordinates, typically somewhere in the install folder. It's been a while since I've had to do that, so I don't remember exactly where. It's a simple matter of opening the XML file in a text editor and changing the coordinate values to something rational; even if you aren't familiar with editing XML there isn't much content in the file and everything is well labeled.
