When you change your UCS are you applying the PLAN command? Since you can rotate your axes with respect to the new UCS, so place your UCS and once established type PLAN, press enter and then enter. Maybe your block works well,

 

I put a link of the command PLAN (Current UCS Generates to plan view in the current viewport relative to the XY plane of the current UCS.)
