I fully expect my issue to be operator error or straight up ignorance, but, what is up with this layout tab on my ribbon? Why is it blue? Why doesn't it show up in the Show Tabs RMB?
It does not show up in the CUI editor either.

Thats a contextual tab. Thats also why it is colored to indicate that it is not normal. likely you are / were working with something that has to do with layouts. If you edit a block you will see a gold color on your contextual tab and you will see the block editor ribbon show up.

Its standard fare when working with a program that offers the ribbon.

OK, that explains the color but why is it there? I know you said I must be working on something, but when I open a drawing, any drawing, it is shown like that. Even if I repeatedly press escape, it is still shown.
All the panels in it can only be accessed by that tab - it is the only way I can make a viewport for instance, the view tab does not have the panel.
In the layout tabs it is like that in model and paper space.
I am not to worried about it, but none of the other workstations here show it like that.

In your screenshot example, the LAYOUT tab appears when you are in a layout.
You do know what a Layout is, correct? or did you recently upgrade from a very old version of AutoCAD or one that never had the Ribbon turned on? Just asking, since you reference "...even when I open a drawing...".

I upgraded from 2013 and I do not remember that tab only showing up in a layout. Either way, I get it.
