It doesnt appear to be, in my 2015 it is in the same location.  the column is to the right of plot and to the left of description.

 

are you able to post some screenshots of your layer dialogs?

nice thing about the forums, if you use the Snipping Tool from windows, you can hit the copy button, then click on Photos in your message, click in the area where it tells you to drag, hit Ctrl+V and it will post the screenshot you just snipped, no need to save it and upload it as a separate action.

 

In regards to some of the suggestions above.  is it possible to create a blank drawing, and then copy the layers from the other drawing and see if the problem occurs?  if there is only layer content, I would think that would get you around the sensitive government data.
