As stated above, it could be that it is already frozen in the viewport, and you would have to double click inside the viewport to see that option is selected (WARNING make sure the viewport scale is locked, or dont do any panning or zooming while inside or you will mess up your viewport scale)

In addition to VP Freeze, there also is New VP Freeze, which will freeze a layer that is currently thawed in all new viewports.

If you click the wrong button when creating a new layer, it will create a layer which is already frozen in all existing and future viewports.  You want to make sure you click the button to the left of the button that is circled
