Your drawing has problems but the large circles aren't the worst of them. You have two copies of your plan with different items in them. The copy that contains the large circles is close to the origin but almost all of the layers are frozen. Another copy of the plan is 640 kilometers to the east of the origin. It contains the hatch and some other items. There are no points in your drawing. Just large circles.
I have created two viewports to illustrate the problems. Don't use my copy in case I added anything (I don't think I did but best to be safe). Your blocks exhibit very strange behavior when inserted that might be related to an undiscovered bug in AutoCAD as describe below.
If a block is unitless and if the drawing units are set to meters, the insert command assumes the unitless block is in millimeters and scales it down by a factor of 1000. I would suggest changing your block's units in bedit to meters if that is what you want to use or change them to whatever units you drew them in and stop using unitless blocks.
