Hi,
from your picture this behavior happened because Polar Tracking (F10) is ON and because of it your cursor catch the horizontal line.also you have first to turn ON ortho (F8). try toggle between F8 and F10 and you will notice the different.

Sorry but i have tried toggle btween F8 and F10. When i switch off F10, i lost my indicator to know which is 30 degree or 120 degree and my ellipse also seem weird after drawn

you can turn it ON,there is no problem. the purpose was to discover the difference not more.also there is no need to know the angle since there is just three isoplane (Left,Top and Right).

when you active ellipse command use Isocircle option.

Specify axis endpoint of ellipse or [Arc/Center/Isocircle]:
