I definitely understand why you put text and dimensions in paper space, I used to do that myself.  However, I have created blocks with attributes for tags, and blocks of each of my dimension types, each set to the correct plotting scale, and placed those blocks in my tools pallet (which stays open) and its as easy as drag and drop.  I work in a field that has constant drawing changes and to make those changes in model space then go back to paper space and adjust dimension strings and text placement becomes a hassle.  Since I use the stretch command often, my dimension strings and text placement can move with it.  Now the only thing I need to do in Paperspace is check the viewport boundaries to confirm that my drawing changes are still within the window.

 

One that note, I have also customized my most used hatches to their proper plot scales and placed them in my pallet also, in addition to dimensions and and hatches, all of my other blocks (regular and dynamic) are stored here on corresponding tabs.  For example, since we always plot floor plans and elevations to 3/4" scale, I have a "PLAN" and "ELEV" tab which includes, MTEXT, QLEADER, DIMCONTINUE, DIMLINEAR, and so on.  I have tabs for sections and detail labeled by scale: 1.5", 3", 6", & 1:1.  Blocks are on tabs labeled by category (ie. electrical, accessories, plumbing, etc).  

 

This has been a game changer, drag and drop is the way to go!
