These are all separate DLL files inside separate version-specific folders, but if you want to believe this is the reason I'm not going to argue about it 
We've probably discussed it before too, but relying on automatic migrations can sometime be a problem although it isn't for most.
Feel free to offer the OP real advise on a fix if you have one. Just make sure the real culprit isn't 2016's install of Directx11 when your PC/Vid Card can only function best under Directx9.
