Although it's true that AutoCAD no longer included a Classic workspace, you can easily add one yourself from scratch in just a few minutes.
How to create a Classic Workspace from Scratch
Also as noted above, you can use the Migrating tools to import your settings from a previous version. In fact if you're installing on a computer that already has a previous version of AutoCAD installed, the Migration dialog box will open automatically and ask you if you want to import your previous settings (including toolbars and menus) the first time you run 2016.
