Actually it's a lot less convoluted and less time consuming than putting all of your xrefs in MS and creating a VP for each of the different scales that you have on the detail page. The method that we are using causes less work, less time.  I'm assuming this is your method of creating a detail sheet:

 

On your detail sheet, you create a VP (step 1), you change the annotative scale of that VP to the appropriate scale (step 2), you lock the VP, (step 3), you now xref in your detail at 1:1, (step 4), if you have a detail that is at a different scale, you create another VP, step 5...  My way of xrefing in a detail has 2 steps.  I'm on my Detail sheet (which is in PS), I xref my detail onto my sheet (step 1).  While in the xrefattach command it gives me the option to scale my xref to the appropriate scale so I'm still in my step 1.  Step 2, I move the detail to where I need it to go.  It sounds like your way is a lot more convoluted than my way.  Plus the more viewports that you have in a drawing the slower and more sluggish the drawing is when switching layout tabs and when you publish a drawing.  

 

I have a project sheet file, this file is the file that we xref all of our details, plans and project title block into.  All Sheet Layout tabs are set to 1:1.  After the detail has been draw we xref the detail onto the appropriate detail sheet.  On our detail sheets we might have 3 different scales going on, 1 1/2" = 1'-0", 1" = 1'-0", and 3/4" = 1'-0".  It literally takes me 2 minutes to place and organize 18 details onto a detail sheet.  If a detail is 1 1/2" = 1'-0", I scale it down by 1/8, if a detail is 1" = 1'-0" I scale it down by 1/12, if a detail is 3/4" = 1'-0" I scale it down by 1/16 and so on.  Very quick and very efficient.  The only draw back of this is if I change the annotative scale of the detail, the annotative objects don't update in the project sheet file.  I rarely need to change the scale of a detail but when I do this issue arise.
