Our office is migrating our dimensions, text and certain blocks to be annotative.  We're finally jumping into the 21st century :-).  I'm currently in the learning process of how Autocad 2017 deals with annotative items, so please forgive me.  I mostly understand and have had zero issues converting our text styles, dimensions styles, templates and etc., the one and so far only issue that I'm having is this:

I draw a detail in model space, I set the annotation scale to 1" = 1'-0".  I open our sheets file that has our title block xrefed onto a layout tab, S1.0 ( paperspace).  I xref in the detail onto sheet S1.0, which is in paperspace and the plot scale is set to 1:1, I choose the location of the detail and I scale the detail down to 1/12.  I do that so the detail is now 1:1.  This is where I'm having the issue.  Sometimes I need to change the scale of a detail from 1"=1'-0" to 3/4" = 1'-0".  I open the detail xref, I select all of the mleaders, select "Add/Delete Scales" on the ribbon and add 3/4" = 1'-0" to the object scale list.  I then change the annotative scale of the drawing from 1"=1'-0" to 3/4"=1'-0".  So the scale of my detail is now 3/4" = 1'-0".  I save my drawing, I then go into my sheets file and reload my detail xref.  I then scale my detail down 3/4 so that the detail is now at 3/4"=1'-0". The scale of my annotative objects (text, dimensions and blocks) stay at  1" =1'-0" and don't change to 3/4" = 1'-0".  Why doesn't the annotative objects in my xref change to 3/4" = 1'-0"?  I've tried to detach the detail xref, purge the sheets drawing and re-xref the detail back in my drawing in paperspace and the text/dimensions are still showing at 1"=1'-0".

I've attached the dwg's that I'm working with to this thread, so please review.

You're scaling what you've previously drawn (lines, arcs, circles and such) and putting them in paper space?
