To bring a DWF into a drawing, use DWFATTACH command.  (You need to rename first so that the file extension is DWF). To mask, draw a closed polyline (with no curved edges).  Then use the wipeout command to mask off the items you want to change.  Then draw over them with the changes.  The xclip command might work on attached DWF files.  I admit that I haven't tried that because I would have been the DWF creator and would have had the DWG file.
