There is ALWAYS a workspace in use.  When AutoCAD starts it looks for the last used workspace; if it cannot find it, it creates a temporary one (with a zero-length string as a name).  That includes changing profiles in-session - if it cannot find the active workspace in the Main or Enterprise CUIx, it reverts to the temporary one.

 

With trying to rely on unsaved, temporary workspaces, its not surprising the results are unpredictable.  Workspaces are used here.  They *do* work, they *do* control toolbar locations, and are both predictable and reliable.  I strongly recommend you implement them.
