To have dimensions not show up in modelspace they have to be drawn in paperspace but they will not shop up in the correct location if you move your model
You could draw them in modelspace but you cannot override the visibility to thaw it only in the viewport.
You might consider working in a base file and then xrefing it into a"master" file where you could add the dimensions in modelspace there. You will still have to make sure that if the model moves in the original file that you adjust the dimensions in the "master" file too.
