3D orbit 2016
When I do 3D orbit in model space (in 2d wireframe display), the model completely disappears during orbit and the view immediately zooms out to a view of the complete model rather than stay in the current zoom window after I get out of the command. These two symptoms are not in any of the AutoCAD versions I used. Is it because of a default parameter is set differently? If it is how do I set it so it orbits in the current zoom state and allows me to view the model as I orbit?

You can try 3DORBITCTR command and snap to any part of the 3d model and use it as center point.

Found the solution. During orbit, right click, click "enable orbit auto target". If this option is not turned on, nothing is shown in orbit and the model zoomed out to almost invisible.

This issue, along with your dimension issue, could have something to do with the fact that the far right side of your dwg is about fifteen and a half million units away from origin in the X direction. And over four million units away in the Y direction. This could be an issue, not 100% though.
