Layout Tabs Shifting

I am using AutoCAD 2015 and frequently use multiple layout tabs.  I would like for these tabs to remain in order, but they move around when I least expect it.  I know I can drag them back, but it causes confusion when a tab has moved and I refer to, say, "The 3rd tab" when talking to someone about the file. 

 

Is there a way to lock the position of these tabs?  I cannot find anything in the "HELP", or in these forums.

Been a problem for a few years. Several attempts at hotfixes but my 2016 was still doing it a month ago.
I got my 2017 up and running last week so I'll be keeping an eye out for it.

Why not refer to it by the tab's name? Curious more than anything.
