How to keep attribute from rotating back when annotation scale changes?

Is there a way to keep attributes from rotating when the annotative scale changes?  I have to create 24x36 layouts with blocks that have annotative tags; these tags need to be moved from their initial placement (nothing I can do about that at all) then later on make duplicate layouts in 11x17 format, and I'm getting pretty tired of having to position all my attributes a second time when I reduce the scale for the 11x17's.  Thanks in advance for any help!

May I ask why you don't have separate titleblocks for 11x17 vs. 24x36?
And why your titleblocks, in paperspace, need to do annotative?
Or are your titleblocks in modelspace and you're doing it old school style and using layouts simply as 'dumb' viewports?

I have separate titleblocks on separate layout tabs, that's what I meant by separate layouts.  The attributes in question are in blocks in the drawing in modelspace, not on the titleblock.

This thread was just auto-escalated and came to my attention. Has your issue been resolved or do you still need assistance?

 

If you would attach a drawing with both titleblocks and perhaps circle or otherwise identify which attributes with which you are having problems, I can take a look for you.
