I installed 2017. Tried to partial load my custom menu. The mouse button ctrl+shift menus would not work. I unloaded all menus and started with my partial menu and all mouse buttons worked shift+click etc. Then I loaded ACAD.CUIX on top of that (it shows up as a partial) and all of the regular menu items appear but the ribbon says it has no tabs and panels loaded. How can load them?.

HI @efransen,
Have you used your custom menu previously and successfully? Or, is this the first time you are using it?
Let's start with unloading all the menus and bringing things back to normal by Menuloading your ACAD menu.
Then add the normal partial menus:
ACPERFMON
APPMANAGER
AUTODESKSEEK
BIM360
CHRONICLE
CONTENTEXPLORER
CUSTOM
EXPRESS
FEATUREDAPPS
MODELDOC
SKETCHUPIMPORTSKP
IF these all load fine then we can take another look at your partial menu. Is it something you can share? If so, please attach it so I can see if it loads properly on my side.
BTW, which version of AutoCAD are we talking about?

Hi @efransen, I don't see your file attached
Can you Zip it up first ant then retry?
Also, if reloading the Acad menu still doesn't have tabs then you I suggest a Reset Settings to Default might be the easiest way to get things back to normal although you will need to add back any customizations.
If that brings everything back to "factory settings" we can explore why your custom menu is not working properly.

I used Menuload to load your partial menu.
It shows up correctly in the Menu bar as shown here:
Is this not what you are expecting? Did you want to add it to the Ribbon instead?
If you select the last Down Arrow on the Quick Access Toolbar, you can select Show Menu Bar.
Now, back to the Mouse Buttons. I have never been successful in creating functions for the mouse buttons through a partial menu. I have always controlled those through the main acad.cuix. I will do some more research on this for you though and see if I can a way to make it work.

That is how it appears, It is the mouse buttons which are the issue. Your observation about the main seems correct, When I load the partial as the main the buttons all work but then loading the main after as a partial, the ribbons don't work. I got the buttons to work in 2015 (attached) and I think it had to do with dragging the mouse buttons to the main. However you cannot add a mouse button like AUX5 as I have in my partial.

Yes, I always just customize the Main mouse buttons and then load the partial to get all the additional functionality of your menus. I am still looking for other ways of doing this but so far I am coming up empty.

THe problem seems to be that the mouse button AUX5 is not allowed in 2017. I cannot drag it over. Previously When I did drag them over they did not function as intended, I only got the default popup on all of the clicks permutations.

The issue really seems to be that 2017 will not allow different diesl macros for each shift click combination as it does for 2015.
For example under 2015 button 2 for each shift+click, ctrl+click and shift+crtl+click have different diesl expressions whereas in 2017, they all change when one changes so I cannot have different diesl command strings for each shift9click combination.

Just unloaded menus in 2017 and loaded the menu for 2015 and my partial and it works as expected.

Try removing all the mouse button assignments in your partial and install them in the main menu. They seem to work for me there.

OK much closer. Prior to your last instruction I found that I had customizations in the POP0 Object Snap menu. I transferred those and those are working now.
I did what you suggested and I got the crtl+click to bring up the Dimension menu but the shift+ctrl does the same thing when it is supposed to bring up the Cal Snap menu.
AH! GOT IT!
For the SHIFT+CLICK I had to blank the command line is the main CUI so it would look to the partial menu. my menus are looking normal to me now.

Summary:
Initialized 2017 and migrated from 2015. Error showed that access to my custom partial menu was denied access even though it was on the C: drive in the Autodesk main folder.
I have three popup menus for my mouse shift+click, ctrl+click and shift+ctrl+click. These were the affected menus. When I loaded just my partial menu all of the mouse menus worked. I then loaded my main menu as partial. Then proceeded to drag over in the cui window. That's when I lost the ribbons.
Was encouraged by John Vellick to restore to defaults menus which go the ribbon back but still no partial menu mouse popup menus. I got one of them to work by copy and pasting the custom button commands into the main mouse button menus but the shift+ctrl+click still remained default. since the menu that I wanted to appear then was located in my partial menu, I had to blank the command line for that button in the main menu to force it to look to the partial menu to call it up.
This left the shift+click at default. I found the customization for this in the shortcut menus/ Object Snap Cursor Menu (pop0) I transplanted my customizations into the main cuix file and that worked for me.
So all of my mouse button popup menus work as before.
