I think I found the root of my problem.  I won't be sure until I test more.  Maybe someone can help clarify for me.

It seems that it matters where the layer state was created.  i.e. whether it was created in the Model tab or one of the Layout tabs.

I'm guessing that this is what is shown in the "Space" column of the Layer States Manager.

NO.  Did a little testing.  I created a layer state in a Layout.  Then switched to the model tab.  It now had the same layer state as the Layout.

I changed the layer state in the Model to a layer state that says "Model" in Layer States Manager.

Then switched to the layout. It no longer had the layer state I had originally assigned to it.

I went back to Model tab and changed to all layers ON.

then went back to the Layout.  Now some of the layers of the layer state for the layout show (but NOT ALL???).

This is driving me nuts.

Can anyone tell me how to get a Layout tab with a Viewport that has a layer state that is different from any of the other layout tab or model tab, and stays that way.  That doesn't change when I change the layer state in the model tab??? or one of the other layouts?
