Hi,
I would use >>>MeshLab<<< (there exists a portable version, so no need to run an installer), create a mesh from a pointcloud, then import the mesh into AutoCAD (or any other software) to continue your work.
AutoCAD itself has some tools to capture sections from pointclouds, use objectsnaps on pointcloud objects while "seeing" planes/corners/edges on the pointcloud, but it can not mesh the whole geometry.
