This error is a common Microsoft C++ install error. Often the fix is to uninstall the C++ elements and reinstall them, but there are a few other things we can try first:
1. You need admin permissions to install. Login as the admin (local if you're installing from a DVD, or Domain if you're installing from a deployment).
2. Empty the temp folder
3. Access being denied to update/change a registry key. Create a new user, and login and try the install again.
4. Installing the software to a D:\ when the D:\ doesn't exist as a local hard drive.
5. An older version of the DWF Viewer or Design Review, or Internet Explorer on the system. Uninstall these programs, reboot, and try again using the boot up suggestion below. For Internet Explorer you will want to upgrade it to a newer release.
6. Anti-virus, anti-spyware or the User Access Control (UAC) turned on. Disable them before attempting an install. Especially the UAC as it denies access to a few different places on the hard drive.
7. Path to the setup.exe or shortcut icon on the network drive is too long.
8. Unable to overwrite newer files on the system, for example: C++ (or another component that is being installed) has been updated and we’re trying to install an older version.
Please try these things, and post back to let me know if they worked, or if you need more help.
