AutoCAD 2016/2017 bug with NUS blocks

It appears that AutoCAD 2016 and 2017 have trouble with transformations in some non-uniformly scaled blocks.  The problem does not affect all geometry, apparently, but as you can see from this example, some of the circles are not transformed.
 
Compare the results when this file is opened in either 2016/2017 compared to 2015:
 
 
 
As reference, see how the block should be morphed:
