I know this sounds a bit messy. In my experience, I create the palettes in the oldest version to be used and then share copies with the other versions. You can share up to new versions but not down to old versions.

 

I have also found that palettes don't always behave properly if you migrate them when you upgrade to a newer version. I try to keep a template drawing with all of my parts (blocks, hatches, linetypes, etc. in it so if I have to create a newer version, I can simply open the template with that version and create my tools palettes there.
