Id try tracing it. 

 

Id recommend trying to get a better picture. My guess is that's not an option as this looks like it was taken from an Instagram post. 

 

Using the image you need to transform the picture so that it can be traced. I used gimp here to do that.

Once I have the image 'squared' up. Ill brin it into AutoCAD to trace. 

 

When tracing I like to use a high contrast color for my line work

Tracing this image will not give an exact copy since the image has been transformed. Its recommended that the trace just be used to create an accounting of the shapes present and then line them up correctly. 

 

Once you have the items traced you can use the surface tool to create surfaces of everything, then you can extrude the items. once you have 3D solids you can use the subtract tool to create your 3D Model.
