Your PDF has no vector-based content, so AutoCAD will only import that content as a picture/pictures.

here is how you can tell so as never to make this error again, open the PDF and zoom in real close. When the edges go fuzzy like your do, you cannot import them

The PDD content must be crisp and clean (like the only two items in that PDF) when you zoom in

If you desperately need those items as CAD content, you'll have to purchase a 3rd party software that can handle RASTER TO VECTOR conversions, aka convert a picture to lines/text in DXF/DWG format. AutoCAD has no such ability.
