I have a big and complex file on AutoCad and I need to open it on Illustrator.
It's a city map. We will make a small map (print size: 120 x 90 cm) using this as a base.
We got this file from the city hall, but I think the scale of it is like 1:1 km so the file is HUGE.
When I try to open it on illustrator, it go way over the artboard and I can't zoom out more than 3%.
I just need to make this file editable so I can make the changes needed on Illustrator.
I tried to simplify the paths on illustrator but with no luck. It has more than 4 million path points and 550 layers!
Already tried scaling down the map on AutoCAD then importing again on Illustrator but I just can't make it work.
I attached 2 files: the base DWG map file we received and the final result from 2010 for reference.
Any help will be so much appreciated, we can even hire someone to convert this for us.

Steps I used to create the AI:
In AutoCAD I created an EPS.pc3 plot device:
_PLOTTERMANAGER
Add-A-Plotter Wizard
Next>My Computer>Next>
Manufacturers: Adobe
Models: PostScript Level 2
Next>Next>Plot to File>Next & named it EPS
I then plotted using this device to file creating the eps which seems to open properly in Illustrator:
