They either reside inside your block or were part of the unseen selection you made is the most common reason.
Has this always happened to you? Or just now/recently? or just with this one block?
And in ALL files, or just the few you are working in? Or just in this one borrowed file you are trying to turn into a template?
Is the content from a vertical variant of AutoCAD?
Are you aware tools like CHECKSTANDARDS exist in AutoCAD to clean up files (and especially new templates)?
