3FT X 6FT PAPERSPACE
I am trying to print out a test banner for work that needs to be 3ft by 6ft. how do I create a custom layout where I can plot a banner that size?

It's not the Layout that needs to be Custom. Just draw a rectangle 36" X 72" rectangle. It's the Page Setup that has to be done correctly. The first thing to do is find out if your plotter can handle that size plot. You may have to create a custom paper size in the plotter.

You can start PAGESETUP and click new
Name it what ever you would like
Choose your printer and click properties (note not all printers support creating custom page sizes). I personally print to PDF first as I have found that having it in that format allowed for more options when dealing with a myriad of plotter issues. Also if all else fails you can send a PDF to Kinkos (or what ever the print shops are called these days)
Click Custom Paper size and then Add
Follow the prompts for the printer. I used Start from scratch
Set the media bounds (this will depend on your plotter)
Set your margins
Give it a name
Now file Name
Then click Finish
It will likely let you know you make shages. Save as needed
It should now show up in your list
Now to get it into a layout, type in page setup again and select the page setup and click set current
Now your page is set up as a banner

The procedure for setting up to plot to an inhouse plotter is very similar to the steps posted by @TheCADnoob
I hadn't considered going to a print shop since this would be something we would do ourselves. Thanks @TheCADnoob
