If you're talking about Associative Dimensions, I think it depends on how you drew the Dimension, and even what you're Dimensioning.
I find that if the starting condition is LINE objects, and if I do it by the select-object option and pick the vertical right edge in your image, then that's what it's Associated with, so naturally it will go along with any change to that edge. But if I Dimension by picking points, using ENDpoint Object Snap on the right ends of the top & bottom horizontal edges in your image, and with the Osnap aperture seeing the Lines but not by encompassing the corners, then it's Associated with those ends of those Lines, and does what you want when the corners are FILLETed.
But if the starting condition is a POLYLINE of line segments, it isn't that straightforward. It seems to keep to the vertex that is earliest in the Polyline's drawn direction, and keep to the single segment that follows, which means it even shifts to Dimensioning between the ends of the new arc segment at the corner, rather than any line-segment edge.
