You're in Engineering Units [showing feet and decimal inches].  If you want to see the feet mark, you must be in Architectural or Engineering Units, with the drawing unit representing an inch, and those can only show things in feet and inches, not in decimal feet.  If you want decimal feet, you will need to be in Decimal Units, with the drawing unit representing a foot rather than an inch [hence the scaling issue when you change Units].  HOWEVER be aware that things like the Properties palette, and the return of commands like DIST and ID and LIST, will not include the feet mark, just the decimal "raw" number.  But you can get Dimensions to show the feet mark, with a Dimension Style defined to have that as a Suffix.
