I am looking to efficiently apply a library of pre-drawn 'standard details' (see screenshot below) across various projects and am looking for general guidance on achieving this. I have attached the file of one of these details, for reference & critique.
One particular query I have so far - Is there a way of linking/embedding the paper space from a 'Standard detail' file to a Project 'master/host' file without losing the viewport positioning?

No, not the way you indicated: layouts cannot be referenced in different DWG files.
Layouts can be copied between DWG files using ADCENTER command, but only the content inside the layout (titleblocks, viewport outlines but not their content etc.) will copy over.

Assuming you've got the broader gist of what I'm trying to achieve, do you know of any helpful suggestions or forum posts?

You could XREF the modelspace content from your 'standards' file into other files, then copy the Layout from that 'standards' file.
OR
you could get into using SSM (Sheet Set Manager): this allows you to add layouts from other DWG files to any set of a project to include as is for printing purposes.
