Generally, a better place for programming -related questions would be the Customization forum, http://forums.autodesk.com/t5/visual-lisp-autolisp-and-general/bd-p/130
But anyway, there is a little demographic problem: most of the people in these forums are running native AutoCAD, so they have no need to build their own DXF stuff. You'd likely find more people with dxf debugging experience from the people building non-Autodesk CAD systems...
The best book about DXF I've seen (but I've not done any stuff with dxf myself, and haven't searched widely) is
