Lines won't join like horror

Horrible drawinglines won't join. What is the command to do it?

I used almost everything I know. And no other forum helps me out with this.

See the attachment, real horror. The object has to be one polyline. How-to-do-it?

Still some polylines aren't 'poly-ed'. Why is this happening?

And hatching behaves also very strange. See file.

Click on the polyline, go to Properties, change this to Yes, that will close it.

PEDIT and the Join option works for me [Acad2016] in the right part.  But in case this affects different versions differently, I find that the longer Polyline of that outline [the all-but-two-segements part] starts off with three vertices at the same place.  Try eliminating those coincident vertices [you can Explode the Polyline and Erase the zero-length resulting Lines and PEDIT/Join it all back together, or use PEDIT and its Edit-vertex/Straighten option to make it go from the start to the other end of that first real segment], and see whether it then works for you.

 

Also, Hatching behaves normally for me, with or without Joining that one outline into a single Polyline.
