Imperial.dwt and metric.dwt doesn't sound you are on AutoCAD!?

 

They should set up Measurement to 1

if they want to work in metric always

 

And QNEW should refere to the metric template.

 

Files

 

For plane autocad/lt:

Open the dwg file

Set Insunits to the right value

Reload all linetypes from acadiso.lin

Purge all

 

Now, there are one thing:

Your hatch patterns are based on imperial

but I don't no a public and 0$ tool to change this.

(Workarounds are possible)

 

And another thing: I think most of the blocks are not set to a metric unit,

this isn't a problem, but good to know.
