Lineweight not displaying in model space

The lineweight which is set to 0.60 in the layer properties manager will not display in model space or paper space despite the LWDISPLAY being toggled on. Please help me think this through.

If the layer/object color is 1-255 (not a truecolor or colorbook color) and you are using a plot style (CTB/STB), then the plot style table will determine the lineweight - not the lineweight setting applied to the object.

How do I access the plot style table? How do I create a setup where the lineweight indicated in the layer properties manager will immediately affect model space and paper space?

works for me...attached is new dwg using acad.dwt template and I just created a Layer 1, assigned that with lineweight, drew a Circle, placed that onto that layer and then turned Lwdisplay on
