Automatically scale input given while drawing line or any shape
My file base unit is decimal.
If I am drawing a line in AutoCAD input should be in decimal (i.e. 1,2,3.....100.....n). it won't take input in INCH.
is there any way we could give input in INCH say 4" then Autocad will convert it to 101.6 mm and draw the 101.6mm line in the Model.
Please Help.

I assume when you write “plotting” you mean “drawing”
Unfortunately the only way to set up drawing units is with UNITS command. Once selected all drawing input command are based on that. So since you chose decimal, AutoCAD won’t recognize the inch “ symbol when you type that into the command line for distance entries. Now you can setup a dimension style to show both the current drawing unit setting and an alternate unit setting.

[Your request, if I understand correctly, is not about Dimensioning as others have at least in part assumed.]
This is slightly cumbersome, but you can use the (cvunit) AutoLisp function. In a command such as LINE in your description, you can aim the cursor in the desired direction, and type in:
(cvunit 4 "inch" "mm")
and you'll get a 101.6-unit long Line.
