To union 3DSolids it is not necessary that they touch (or overlap) each other. Also two separate solids can be unioned to one solid (with two separate volumina).
Sometimes this happens unintentionally (e.g. after a subtract command). Then you can (if you want) split this solid with several volumina into separate solids using the solidedit->Body->seParate command. To do that the volumina must not neither touch nor overlap each other.
The short answer why you can not union the objects (that does not seem to make much sense to me anyway?) is given above, the large object is not a solid.
And as it is modelled at the moment it is not clear how it should look (we only could guess). Show us a (2D-)sketch what you want to achieve and we can help you to create the 3DSolid model.
