Then my guess is that your copy of the font file called Simplex.shx is not the same as other people's, whether because some other source called theirs the same thing but it's not defined for vertical use, or maybe yours got corrupted somehow [but that doesn't seem likely to happen in a way that has no effect other than to eliminate the vertical option].
The vertical option is greyed out if a font isn't built for it. The option is not just in the character definitions, but also in a header entry at the top of the font file -- find the "modes" argument >here<.
Try stealing that file from one of the other people's computers. [By the way, it comes out right for me in your sample drawing.]
