Wildly inconsistent Units in one AutoCad doc. (Distances between parts change depending which object I measure to)

I have attached several screenshots below that show my issue. When I measure from point A to point B, the distance may be about 2, but if one of my lines attaches to a another object, even if the distance change insignificant, the distance would jump to over 60. 


Can anyone explain why this is happening? If it helps to know-- the outer squared lines on the bottom left are a block that was made with different units. Regardless, I don't know I would have multiple units in one drawing.

 

Furthermore, my units are set to 1:1 on the bottom right of the page, when I zoom in or out, this ratio does not change.
