If not, here is a way which involves grip MOVE, but no construction and erase:
1. Draw a LINE from circle CENter to your non-quadrant point on circle (use NEARest, or whatever).
2. EXTEND that line to opposite "side" of circle. (Yes, I know circles don't have "sides".)
3. Draw a LINE from some other point on the circle (NEARest, or QUADrant, any point not coinciding with end points of first line) PERPendicular to your 1st line.
4. MOVE (using MIDpoint grip) the line to the MIDpoint of 1st line (or CENter of circle).
5. EXTEND that line to opposite "side" (or "sides") of circle.
If you wanted it in less than five steps, so sorry.
