You simply are not aware that viewports are just real-time windows into modelspace, they are never independent from or separated from modelspace.
Simply put: MODELSPACE controls everything you see in all of your viewports in all of your layouts at the very same time.
Like my example in my first reply to you, you can only control what each viewport shows you with layer overrides for each viewport, BUT all layers need to be thawed/on in modelspace. Here is a quick video tutorial that should help https://www.youtube.com/watch?v=UkQTiRYEjQA
