See attached to get what you want in paperspace (viewport layer overrides).

To get around the limitation of what you see in modelspace, you have to work through each viewport in each layout instead: VPMAX is a great option to consider in that case.

 

OR... "FIRST" layers content need to be far away from "SECOND" layers content in modelspace, your paperspace viewports corrected accordingly, that you can use VIEW command to jump between FISRT and SECOND in modelspace, and your layouts are independent too.
