Can not get linetype to display in MODEL, PAPER or print preview. Changing linetype scale has no effect.
I have set my SAWCUT layer to use the ACAD_ISO09W100 linetype in the layer properties manager, I have set the specific line I want to be my sawcut line in my plan to be on SAWCUT layer and to use the linetype "By Layer." I have messed with the linetype scale and input anywhere from .01 to 10,000 and nothing changes the appearance of the line. It just stays a solid unbroken line in MODEL, PAPER and print preview. What am I doing wrong?

Your drawing units is feet and you've used metric for linetype, that's why.
Change it to dash and see.

Change the LTSCALE setting for the drawing to something smaller -- it was at 20, but if changed to 1, and with the linetype scale of that saw-cut perimeter changed to 0.05, and with linetype generation enabled for it, even without changing the Units to Meters I get this:
Also investigate the PSLTSCALE System Variable. With that set to 0 instead of 1, and the linetype scale of that perimeter to 0.5, the same "look" results.

Can I change the units for linetype? I need to use feet to get accurate dimensions for annotating.

Thank you that seems to work, is there any drawback in changing the PSLTSCALE to 0?

I'd say where the difference has the most effect is when you have multiple Viewports at different scales in the same Layout, and whether or not you want the dash lengths in non-continuous linetypes to look the same on paper in all of them. Study the description in Help about it, and experiment.
