In both AutoCAD 2021 and 2022, this is what I see below with the parameters shown below that, no "whiteouts" except at the text because the PDF creator must have had MTEXT mask on or something similar when they printed to their BlueBeam driver, the rest of your content is missing because their are just images

You have a lot or RASTER content in your PDF. That's the problem you cannot control with only the PDF at your disposal

You probably need to use a 3rd party PDF to DWG converter, or get in touch with the PDF creator and you two together work through BlueBeam options and settings and understand what in the file is RASTER vs what is VECTOR.
